In dozens of countries around the world, journalists regularly face obstacles in order to get the news out. Whether the threats be judicial, physical or otherwise, these dedicated and principled individuals continue to work tirelessly - often risking their lives - so that the news media remain free.

Canadian Journalists for Free Expression (CJFE) bestows two International Press Freedom Awards every year to recognise journalists who have demonstrated extraordinary courage in pursuing their profession under difficult or dangerous circumstances. In 2007, CJFE honoured journalists from Afghanistan and Iraq.

CJFE also awards The Tara Singh Hayer Memorial Award to recognise a Canadian journalist who, through his or her work, has made an important contribution to reinforcing and promoting the principle of freedom of the press in this country or elsewhere. The award was given posthumously to Somali/Canadian journalist Ali Iman Sharmarke.

In 1999, the Canadian Press Freedom Award was re-named in honour of Tara Singh Hayer, a Canadian journalist and editor of the Vancouver-based Indo-Canadian Times, who was assassinated in November 1998. His murder demonstrated that protecting freedom of expression is a matter of concern not just beyond Canada's borders.

To be eligible for the awards, applicants must be nominated by an organisation or individual. Self-nominations are not accepted.

Nomination Criteria for the International Press Freedom Award

The winner of the award will be a journalist or media organisation who:

  • reports on human rights issues or other issues, or from regions or countries, not often covered by other media;
  • demonstrates a commitment to human rights by reporting without bias, sexism, racism, etc.;
  • has not won a major press freedom award from another organization;
  • will benefit from international exposure due to the difficulty/threats caused by their work;
  • has overcome enormous odds simply to produce the news;
  • and has taken personal risks or suffered physical reprisals for working as a journalist.

    • Nomination Criteria for the Tara Singh Hayer Memorial Award

    The winner of the award will be a journalist who fits one or more of the criteria:

  • has highlighted cases of media repression in Canada or around the world;
  • has chronicled attempts at or actual censorship;
  • work has involved difficult-to-obtain access to information requests;
  • has taken personal risks or suffered physical reprisals for working as a journalist;
  • has overcome enormous odds simply to produce the news.

    This should be accompanied by a cover letter, samples of the nominee's work if applicable, and contact details.

    Submissions in French or English may be in the form of video tapes, audio tapes, articles or columns aired or published between June 15, 2007 and April 30, 2008.

    Each award consists of a framed plaque and cash prize of CDN $3,000. They will be presented to the winner at a ceremony in Toronto in November 2008.

    Dans bien des pays du monde, les journalistes font régulièrement face à des obstacles pour faire sortir la nouvelle. Que ces menaces soient de nature juridique, physique ou d'autre, ces individus dévoués et consciencieux continue à œuvrer inlassablement - souvent au risque de leur vie - pour que les médias de l'information demeurent libres.

    Chaque année, le groupe des Journalistes canadiens pour la liberté d'expression (CJFE) rend hommage à ces individus, en décernant deux Prix internationaux de la liberté de la presse à des journalistes qui, en exerçant leur métier dans des conditions difficiles et dangereuses, ont fait preuve de courage extraordinaire. En 2007, CJFE a rendu hommage à des journalistes de l'Afghanistan et de l'Irak.

    Cette reconnaissance s'étend aux journalistes canadiens. En 1999, CJFE a rebaptisé son Prix de la liberté de la presse au Canada, afin d'honorer la mémoire du journaliste canadien Tara Singh Hayer, rédacteur-en-chef du journal Indo-Canadian Times, de Vancouver, assassiné en novembre 1998. Le meurtre de Tara Singh Hayer a démontré que nous ne devons pas nous préoccuper de protéger la liberté d'expression uniquement à l'extérieur de nos frontières.

    Le Prix Tara Singh Hayer vise à rendre hommage à un journaliste qui, par son travail, contribue de façon importante à renforcer et à promouvoir, au Canada ou ailleurs, le principe de la liberté de la presse.

    Critères de mise en nomination pour le Prix international de la liberté de la presse

    Le prix sera décerné au journaliste ou à l'organisation qui:

  • rend compte des problèmes touchant les droits de l'homme ou dans des pays ou régions peu couverts par les médias ;
  • fait preuve d'engagement à l'idéal des droits de l'homme en rendant compte sans parti pris ou discrimination quelconque ;
  • n'a remporté aucun prix important dans le domaine de la liberté de la presse d'une autre organisation ;
  • s'apprête à bénéficier d'une visibilité internationale en raison des difficultés que lui occasionne son travail ;
  • a dû surmonter d'énormes difficultés pour faire sortir l'information ;
  • a dû courir des risques ou subir des menaces considérables - physiques ou autres - pour pratiquer sa profession.

    Le prix sera décerné au journaliste qui mieux répond à l'un ou à plusieurs des critères ci-dessous :

  • a mis en lumière, de par ses reportages, des cas de répression des médias au Canada ou dans un autre pays ;
  • a mis en lumière, de par ses reportages, des tentatives, fructueuses ou non, de censure;
  • dont les reportages ont impliqué des demandes de renseignements pour lesquels l'accès à l'information est difficile à obtenir ;
  • a dû courir des risques ou subir des menaces considérables - physiques ou autres - pour pratiquer sa profession ;
  • a dû surmonter d'énormes difficultés pour faire sortir l'information.

    Il faut que celles-ci doivent etre accompagnées par une lettre de presentation, des données biographiques sur la personne proposée, des echantillons de son travail et les coordonnées.

    Pour être admissibles à une récompense, les candidats doivent être proposés par une organisation ou un individu. Les auto-nominations ne sont pas acceptées.

    Les candidatures, présentées en français ou en anglais, peuvent prendre la forme d'un document sur bande vidéo ou sur bande audio, d'un article publié ou d'une rubrique diffusée du 15 juin 2007 au 30 avril 2008.

    Chaque récompense consiste en une plaque encadrée et une somme de 3 000 $ CDN. Les prix seront remis aux gagnants à l'occasion d'une cérémonie qui aura lieu à Toronto en novembre 2008.
